The Office of Equal Opportunity and Civil Rights (OEOCR) provides Agency-wide leadership and advice on issues of diversity, civil rights and the promotion of a supportive work environment for CMS employees. The Office develops, implements, and manages affirmative employment programs. It also provides principal advisory, advocacy, and liaison services to employees concerning equality in employment-related issues to ensure a diverse workforce. The Limited English Proficiency Program CMS’ vision in the current Strategic Plan guarantees that all Medicare beneficiaries will have equal access to the best health care. Critical to the provision and promise of “equal access”, is the integration of compliance with civil rights laws into CMS program operations and activities. |

Title VI Program CMS requires that all applicants for grants “Comply with Title VI of the Civil Rights Act of 1964 (P.L.88-352) and all requirements imposed by or pursuant to the Regulation of the HHS (45 C.E.R. Part 80) issued pursuant to that title, to the end that, in accordance with Title VI of that Act and the Regulation, no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity for which the applicant receives Federal financial assistance from the Department; and hereby gives assurance that it will immediately take any measures necessary to effectuate this agreement.” |
